"There is nothing in America that you can't do if you have the desire and will to do it," said Deborah Scott Thomas, president and founder of Data Solutions & Technology, Incorporated during an interview with Bowie State University's SAS Connections television show now airing on local cable channels.
Thomas shares her personal story about her determination to become an entrepreneur, and her efforts to encourage entrepreneurship among faculty and students at historically black colleges and universities. She led the development of the first annual Historically Black Colleges and Universities (HBCU) Conference at Alabama State University earlier this year which focused on how these institutions can support entrepreneurship and the science, technology, engineering and mathematics disciplines (STEM). Dr. George Acquaah, dean of the College of Arts and Sciences at Bowie State University, also spoke at the conference.
Thomas says that she is committed to supporting STEM initiatives. She is currently exploring ways to help expand programs and resources in the College of Arts and Sciences at Bowie State University, specifically in computer science and natural sciences through her company. In addition, her husband, Oatice Thomas, president and CEO of Operations & Technology, Incorporated serves on the advisory board for the College.

VP Frank Brooks Joins Data Solutions & Technology Incorporated

Brooks reports to the president and chief executive officer of DST and is responsible for spearheading the strategic planning process to ensure the continued development and success of the company's five core capabilities: Management Services; Information Technology; Logistics and Operations; Scientific and Technical; and Aviation Management.

Brooks is a senior information technology leader with more than 20 years of experience. He is a recognized expert in the areas of leadership, management, cyber operations, IT infrastructure evolution, Health Insurance Portability and Accountability Act (HIPPA), Federal Information Security Management Act (FISMA) and National Institute of Standards and Technology (NIST) compliance. He possesses exceptional knowledge in formulating and executing IT and business operations strategies surrounding large multi-billion dollar systems, software development, multi-platform network infrastructure, security, regulatory compliance, IT governance, enterprise architecture, quality assurance and project management initiatives.

Previously, Brooks helped develop Cyber Operations doctrine for the Department of Defense forces directly supporting Civil Authorities in the National Capital Region. He led the first world-wide US Air Force Cyber Defense exercise and was the DoD liaison with corporate CIOs regarding cyber incident management and risk assessments.
He has a broad background in diverse systems management. He has managed procurement, installation and operation of: satellite terminals; single and multi-channel ground, airborne, and shipboard radios; land mobile radios; video teleconferencing systems; microwave radios; Voice over Internet Protocol (VoIP); telephony; and radio frequency identification (RFID) systems.
Brooks retired as Colonel in the US Air Force. During his service to the country, he led IT support during special operations and other contingencies around the world under both combat and non-combat conditions. Notably he led an IT mission involving 200 techs reopening the Port-au-Prince airport in the early stages of the US operation in Haiti and was lead US IT advisor to the Government of Canada in a humanitarian mission supporting the Hutu/Tutsi conflict in Africa.
He holds a bachelor’s in Aeronautical Science from the US Air Force Academy and earned a master’s in Data Processing from Washington University in St. Louis.

(LANHAM, Md.) – Data Solutions & Technology Incorporated (DST) announced today that the company has been awarded an eFAST Master Ordering Agreement (MOA), which is the FAA’s preferred acquisition vehicle for fulfilling agency small business goals.
“We are extremely pleased with being awarded eFAST for it is a major milestone in furthering the business objectives of DST,” stated President and CEO Deborah Scott Thomas. “Given our company’s five core capabilities: Management Services; Information Technology; Logistics and Operations; Scientific and Technical; and especially Aviation Management, we are well positioned to meet the specific needs of the Federal Aviation Administration.”
eFAST is the electronic FAA Accelerated & Simplified Tasks (eFAST) agency-wide contracting program and it can be used by all FAA organizations and other federal agencies when in the best interest of the government. The MOA, which functions as a Blanket Purchase Agreement, provides for a broad range of comprehensive professional and support services. The combined total ceiling amount for all MOAs under eFAST is $2 billion for a 7 year period.
DST was awarded eFAST due to its technical capabilities and demonstrated performance in the following functional areas: research and development and air transportation support. Leon Stinson, Vice President of Aviation Management, and Robert Snyder, Vice President of Corporate Development, will lead the DST efforts in support of the FAA.
“The FAA mission closely aligns with DST service offerings and we look forward to actively participating in the transformation of the National Airspace System through the FAA NextGen success,” stated Stinson.
According to the FAA, “NextGen is a comprehensive overhaul of our National Airspace System to make air travel more convenient and dependable, while ensuring air flight is as safe, secure and hassle-free as possible. New Chief Innovation and Technology Officer Joins DST

(LANHAM, Md.) – Data Solutions & Technology Incorporated appointed Kenneth Tolson to the new position of vice president and chief innovation and technology officer. Tolson reports to the president and chief executive officer.
He is responsible for providing leadership in one of DST's core capabilities, Information Technology, to include E-Government strategic planning, as well as cloud computing and cybersecurity initiatives.

Tolson Foundation in honor of his grandfather who was a noted African American poet and educator. Tolson received his B.S. from Morehouse College with honors earning a dual degree in business administration and political science. He is a former United States Marine Corps Reserve Officer.

He is responsible for developing and leading DST into new markets and advancing the corporate capabilities in the areas of aviation management, renewable energy, and health care IT.

As a founder of several successful small businesses, Snyder has led their efforts in year-to-year triple digit growth and has been sought after by the small business community as an advisor to new and emerging companies on how to achieve similar success. He was a member of the MindShare class of 2005 and has been active in several organizations to include: Industry Advisory Council, Armed Forces Communications and Electronics Association, and Air Traffic Control Association. His experience includes programs such as the IV&V of the FAA EnRoute Moderization effort. This information technology program involved the review and testing of over 1.2 million lines of code and providing the FAA with monthly reports detailing recommended actions for program improvement. Snyder was also responsible for the development and oversight of the VA Bar Code Medication Administration Wireless Security nationwide program and led the multi-vendor team during installation.

OPTARSS II is an indefinite-delivery, indefinite-quantity, multiple-award contract from the U.S. Army Mission and Installation Contracting Command Center at Fort McPherson, Ga. which all Army Contracting Command Centers can use to contract for services throughout the continental United States and overseas.
Managed by the U.S. Forces Command (FORSCOM), OPTARSS II has a five-year term and a maximum value of $2.5 billion. As a prime contractor on the ID/IQ, DST will have the opportunity to bid for numerous task orders. Data Solutions and Technology can also receive work as a subcontractor on several other large and small-business teams that have won awards.

The Next Perfect Set Aside: The WOSB as the New Special Status Policy Goal?

(LANHAM, Md.) – The next Association for Corporate Growth (ACG) National Capital seminar series meeting is Tuesday, April 5, 2011, at 7:30 a.m. at The Tower Club in Vienna, Virginia. The theme for Tuesday’s meeting is “The Next Perfect Set-Aside: The WOSB as the New Special Status Policy Goal.”
The Obama Administration has placed a high priority on drafting a new proposed Women-Owned Small Business (WOSB) Rule as part of its overall commitment to expanding opportunities for small businesses to compete for federal contracts. This proposed Rule is aimed at leveling the playing field for women owned small businesses to compete for and win federal contacts, while also achieving the existing statutory goal that 5 percent of federal contracting dollars go to women-owned small businesses.
Increasing in number, range, diversity and earning power, the Department of Defense (DoD), annually awards roughly $10 billion in prime contracts and $8 billion in subcontracts to WOSB concerns. All DoD subcontracting plans are required to have a separate goal for awards to WOSBs. The DoD considers the extent of participation by small business concerns when awarding contracts.
This meeting will provide answers to increase the accessibility of WOSB concerns and DoD procurement opportunities.

Tingle Named New Vice President for Business Development at DST

Tingle joined DST in 2004 as a business development director. Stallworth Promoted to Quality Manager at DST

Stallworth joined the company in 2006 as a business development analyst. In her role as quality manager, Stallworth ensures compliance with best practices originating from ISO and she is charged with guiding Data Solutions & Technology to a maturity level 3 Capability Maturity Model Integration (CMMI) for Services appraisal in 2011. In addition, she manages the company’s GSA schedules. For example, Stallworth administers the Mission Oriented Business Integrated Services (MOBIS) contract, which is a GSA program that offers a full range of management and consulting services that can improve a federal agency’s performance and its undertaking in meeting mission goals. Data Solutions & Technology’s GSA Information Technology (IT) schedule is also managed by Stallworth. The IT schedule provides federal agencies direct access to company experts who can address the complex needs of the government information technology community.

DST President and CEO to Speak at ASU Founders’ Day Convocation

(LANHAM, Md.) – Distinguished alumna and notable businesswoman Deborah Scott Thomas will deliver the keynote address at Alabama State University’s 111th Founder’s Day Convocation on Friday, Feb. 4, at 10 a.m. in the ASU’s Oliver-Dunn Acadome.
This year’s theme is “Remembering and Celebrating ASU’s Legends of Leadership and Service.”
Thomas is president and chief executive officer of Data Solutions and Technology Inc. in Lanham, Md. She graduated from ASU with a B.S. in accounting and management in 1974. She earned a Masters in Public Administration from Webster University, St. Louis, Mo., in 1977.
Thomas was one of the first black females in ASU’s ROTC program. She received her United States Air Force Commission as a second lieutenant from ASU’s Detachment 019 in 1975.
Thomas served in the United States Air Force Reserve as a medical service corp. officer for more than 30 years before retiring as a colonel. While in the Reserve, she worked for Mnemonic Systems Inc. as vice president of Human Resources. She also worked at McDonnell Douglas and Johnson and Johnson. She founded Data Solutions and Technology Inc. in 1994.
Thomas’ clients include a who’s who of federal agencies.
“I work with the Department of Defense, the Defense Intelligence Agency, the Department of Energy and the Department of Commerce,” Thomas said. “It wasn’t easy getting in the door, but I was able to make the right connections and build strong professional relationships.”
Thomas also maintains a strong relationship with ASU. Her son Darius is a student at ASU and several of her sisters, brothers and other relatives attended Alabama State. She is an active member of the ASU D.C. Metro Alumni Chapter and the ASU National Alumni Association. Thomas and her husband, Oatice, also an ASU alumnus (1978), continue to provide financial support to ASU and its students.
The convocation will be preceded by the annual Founders’ Day Breakfast at 8 a.m. on the Acadome Concourse. Both events are free and open to the public.

New VP for Aviation Management Joins DST

(LANHAM, Md.) – Data Solutions & Technology Incorporated, a global technology and solutions company, announced today that Leon Stinson has been appointed vice president of aviation management. Stinson reports to the president and chief executive officer.
Stinson is responsible for DST’s aviation support services which include: air traffic control systems and staffing, air space planning and Safety Management System (SMS) training.

“Leon brings a wealth of aviation expertise and leadership to the team which will surely strengthen DST’s depth and reach in the marketplace,” stated President and CEO Deborah Scott Thomas. “With a broad range of experience in the aerospace and airline industries, Leon will bring a fresh perspective to DST as the head of our aviation division.”
A U.S. Air Force veteran, Stinson has over 24 years experience with the Federal Aviation Administration (FAA). His extensive aviation background includes being on the team that was instrumental in opening Kabul Afghanistan’s Air Control Center (KACC), the world’s first completely non-radar Air Traffic Control Center for the United Nations, the U.S. Department of Defense, NATO and the Afghanistan government. While in Afghanistan, he worked in several capacities including air traffic specialist and watch supervisor. He also held two major support positions as the KACC Facility Evaluator and the Deputy Training and Standardization (ATSN) Officer. As the ATSN Officer, he converted U.S. Air Force Training directives to International Civil Aviation Organization (ICAO) standards.

Previously, Stinson was an Air Route Traffic Control Center (ARTCC) Operations Manager, where he was responsible for control operations with seven Areas of Specialization employing over 450 employees that included air traffic control specialists, ATC supervisors, traffic management specialists, maintenance technicians and meteorologists.
He received a bachelor’s degree from Alabama State University and extensive professional training at the FAA Center for Management Development (CMD) in affiliation with Embry-Riddle University, the FAA Academy-Oklahoma City, Oklahoma, the FAA Training Facility-Lawton, Oklahoma and other FAA Management training venues. He is a member of the ICAO Roster of Experts.

In her 32 years in the industry, Duncan has gained extensive knowledge in defense contracting and has a thorough command of management theories. As vice president for contracts and administration at DST, Duncan coordinated, established and monitored the company’s contractual activities, which spanned over 100 contracts and major task efforts. She was also responsible for corporate management functions of several large federal agency contracts for the organization.
Since 2007 DST has been certified by the International Organization for Standardization (ISO), the world’s largest developer and publisher of International Standards. Duncan conducts ISO internal process audits to ensure the company’s continued compliance with ISO standards of which DST was recertified in June 2010 for another three years (until 2013).
